In 2012, in response to the increasing incidence of human trafficking in the suburbs and the lack of legal aid resources outside of the city of Chicago, Administer Justice launched ATLAST (Attorneys Targeting Labor And Sex Trafficking). This program provides specialized legal services to victims of sex and labor trafficking. Based on trends identified among those seeking our services, the program was expanded in 2014 to include immigrant victims of domestic violence and other violent crimes, some of whom are also victims of human trafficking. These individuals often qualify for a U-Visa or relief under the Violence Against Women Act (VAWA).  In 2017, we further expanded the ATLAST program by providing assistance with SIJS (Special Immigrant Juvenile Status), assisting children who have been subject to abuse, neglect or abandonment.

Based on the challenges of connecting directly with these victims and the complicated nature of their rescue and recovery, ATLAST focuses on bringing legal services to victims via partnerships with other agencies who are ‘first responders’ (for example a safe house or shelter) which creates a better understanding of the victim’s comprehensive needs. It also allows services to be prioritized and coordinated with other agencies. Our ATLAST attorney is on call and flexible, and able to meet clients at either the agency’s facility, an offsite location, or at our Elgin office. Our partner organizations, which focus on physical and emotional rehabilitation, do not employ attorneys or have the legal expertise to advise and represent these victims on complicated legal issues. Administer Justice volunteer and staff attorneys are able to provide the assistance necessary to address the legal issues which often continue to hold these victims back from living a restored and productive life.

The services provided to human trafficking victims through ATLAST includes a wide range of direct legal assistance. In addition to T-Visa, U-Visa and VAWA assistance, legal services are also provided in other areas of law often faced by these victims such as the expungement/sealing of prior criminal records, and issues related to family, housing, tax and consumer law. Additionally, victims are able to benefit from other Administer Justice programs, including free financial literacy counseling, conflict coaching and the services of our volunteer Client Advocates. These advocates meet with clients to provide referrals to additional resources (food pantries, job training, a church connection, etc.) and offer the client prayer and encouragement. This holistic approach to client care ensures that these victims are not only standing on firm ground legally, but that they are receiving the resources necessary to transform their life.
